Now that 3.1 has caching, besides the G-ZIP compression, do I still need any of the other code in my .htaccess?

CMS cache is not the same as browser's cache ;)

I also have problem with .htaccess Caching, I dont know where to enable it. In main .htaccess after 

AddDefaultCharset UTF-8
Options -Indexes
