The action index-pretemplate should be executed before including the template's functions.php!
This would allow theme switching even with different functions.php per theme.

I just found this interesting request, old but still valid I suppose.

Makes sense, and is probably proper.

Still not released per v3.3.3 or v3.3.4

Looks like this was finally scheduled for 3.4 (#539)
