what about to create guide and make locked Sticky topic?
There is no single issue that causes this, it is just a symtom of all issues.
If we can nail down specific issues that occur often we can create a faq and sticky it.
Turn debug mode on and give us the errors.

i know it's very well because i read this and other forums to find a solution but
so i ask a professional testers and developers to make guide how to step by step solve it without reinstall
i think this problem is general in this CMS and it prevents popularization of it.

my current situation. i can't login to 3 sites at 1 hoster from one computer with Windows Vista x64 from 3 browser but all sites work good from another computer with Windows 8 x64.

Any debug errors after login attempt ?
White screen is a fatal php error, you might have to check error logs and debug for that.
So we will write something up step by step.
Starting with how to debug and report issues.
What is debug mode, how to enable it.

computer use same cookies in different browsers?
i tried many recomendations from this site.
debug show error before and after attempt
not white screen, just another screen with login fields
now i don't want to waste my time because i can work with site from another computer
i want a guide for future but i'm newbie in PHP and CMS so it's very hard for me.
also i heard about same problems only on GS but i see and use more then 5 CMS
