I have a customer that is blind. Does GetSimple conform to any of these standards or is there a theme that implements them?

You ask for WAI type of template.
WCMS platform does not have anything to do with it.
Basically it provides tools for managing content, not its frontend appearance.
And no one has created a WAI friendly fronend and backend theme for GS as for now.
