Yes, just the settings page, No it did not work since I couldn't access it right after installation and I didn't do anything to the default installation. The health check looks fine, all green.

Thats odd, so you get a 404 ?
I wonder if your host is doing some kind of security and preventing that page from loading.
Perhaps check your installation and make sure the admin/settings.php exists.
Also check your hosts error log,

The settings page exists and the error log does point an error about this. Does "client denied by server" mean anything to you? That shows on the log every time I try to access the settings page.

something on your host is blocking it, could be a security thing, mod_sec, could be a htaccess rule.
try renaming it to another name and seeing if it pulls up ?

I think you should ask the support of your hoster.
It is their configuration settings which cause the problem.
