This has been discussed several times. There is no visual editor on components as components where originally build with some kind of code snippet system in mind, these snippets had to be able to contain PHP. Because most visual editors, CKEditor included, strip out PHP code they are not (and might never be) used for components.

I think what was also discussed, prior to the CKEditor move, was the ability to choose (or toggle if you didnt mind losing anything that was already input) if you wanted to use the formatting of CKEditor or switch to PHP/code.

Oops! :-) Sorry...
Just to give some ideas... A possibilty could be leaving components as they are, however adding a separate new type of HTML-only components, which could be named "blocks", "parts" or whatever.

(But... could all this be done with a plugin?)

I’d say yes. We already have plugins adding pages and manipulating pages in the admin section, so why wouldn’t we be able to get this to work as a plugin?
