It would be really nice to have a hook before plugin has been installed, even before change_plugin() is called.
Is there a way to execute script before change_plugin() is called?

Execute script from another plugin i assume.
Not really but you can simply use a early hook to check for filename id is plugin and action is activate via querystring.
