I have a theme with no editor css. If I create an empty file in the theme folder and name it editor.css then that makes the ckeditor display change. It seems to be using css from the main theme css file and nothing I write in the editor.css has any effect. Strange and puzzling. This is working on loclahost with 3.3.13 .

Obv I thought I also had done something stupid but no.

The problem is more precisely that changes made to editor.css aren't having any effect. So like a caching issue, but refreshing the browser doesn't work and neither does Flush All Caches, 'Reload Frame' in chrome just makes the editor panel white and doesn't reload it.
