Unable to write the configuration file. CHMOD 755 or 777 - mrwislr - 2019-07-03

No matter if it's a fresh install or a moved site... this error occurs when trying to save the settings... it's persistant... not even the web host knows why and they've chmodded the directories directly... a few different ways... just doesn't work... and it's sourceforge doing it so.. my guess is they know what they're doing.

any help is appreciated.
