Hi guys. New user here. I'm wondering if there is an option to create and maintain a list of categories.

There is not. With something like Mike's CustomFields plugin, i'm sure it can be achieved though. With the market that GS is working in, I just see the benefit of being able to categorize posts... that's more of a blog platform feature...

There may be needed to organize 10 pages in 3 categories. This is realy a simple site, and is not necesarly a blog structure.

Michael: the simplest way is to make top level pages as categories and subpages for them.
i8n plugin can make nested menu from this, or you could display a list of subpages in the toplevel page.
