Anyone have any recommendations for a theme development package or tool?
Anything open source or free ?
I having trouble converting a WordPress theme and I'm thinking it would be more straight forward to recreate it rather then trying to mod the existing one in Notepad++

You mean a css framework? Maybe the Wordpress theme you try to convert is based on a framework, then you can use the same framework in GS (there already a couple of css frameworks converted to GS).
I usually only use Notepad++ for small edits or reading code. Brackets or Visual Studio Code (for example) are more advanced editors.
