cc: Installation textarea now works, but tags input field still shows "?" instead of special chars.
Seems that tag link is corrupted as well.

Hmm...do you remember when you asked what plugins should get into GS core ?
I mentioned zegnat's transliteration plugin because of problems with special chars in menu links. I think this is a similar problem.
