Doesn't sound like a very difficult task to undertake.
If we build something ala packagist or plain use packagist with "tags" or prefixes, then build a (or use my existing) plugin installer to point it to the new location of plugins.
This however does require the abandonment of the current Extend solution, or rebuilding it from scratch.
Might look into building something like packagist for GetSimple in the weekend.
