problems with upgrading from 3.0 to 3.1

i installed GS 3.1 over 3.0. now the pages on the front end are blank except from the message cited below. in the backend i also get the following message:
Warning: mkdir() [function.mkdir]: Keine Berechtigung in /cluster/www/mydomain.xy/GetSimple_3.0/admin/inc/common.php on line 76


i am not sure if i have to change some chmod settings (what settings should be used?) or what i have to do to get the setup of GS 3.1 right.

Do you have FAQ plugin installed?

No, i haven't. apart from the 2 standard plugins i only have installed the multiuser plugin. i already have deinstalled that one but this made no difference.

Did you follow the upgrade installation step by step?

well, my suggestion is to deactivate the plugins
log out
clear the browser cache
activate the debug mode in gsconfig.php

please post the plugin.xml here

it seems that there is an error inside, or:

as you say you have no other than the standard plugins, delete the file /data/other/plugins.xml and re-upload that from the unzipped local GS 3.1-package

try to delete it
check if it gets rebuild, if not upload from the initial package
