Date format changing in setup

Cause format - Aug 31, 2009 - is not acceptable in other languages

I would like to see it in admin panel - general settings

what places would you want this selected date to showup? I guess the only places I can see is at the bottom of the edit.php page, log.php and backup-edit.php. I will look into this - i wonder if it would be best to have two date formats in the language file... one for short format (like we have now), the other for long format including time.
