File upload in frontend

I want the ability for users to upload files which can go in a specific folder in the backend with the administrator receiving an email that a file has been uploaded or can be directly emailed to the administrator.

This is to put up a job vacancies page in the site where applicants can upload their resumes and the company/client can receive them.

Extend has no such plugin so far.
