I am missing the formatting icons

I have two Get Simple installed in different areas of my websites. One is version 3.0 and works fine with no problems. The second is version 3.1.2 and when I try to create a new page, I don't have the formatting icons as with version 3.0
I installed the ckeditor file and the lang folder inside a folder named user-management (which is the same as my first get simple which works fine as version 3.0).
I know I am doing something wrong, but cannot figure it out.
Your help will be greatly appreciated.

user-management is a plugin, it has nothing to do with ckeditor.
ckeditor should work as long as use html editor is enabled in users settings..
nothing special is needed.

Please try downloading the latest Beta from the Download section of our website, and upload that just how it is, to your server, and try it then.
