only admin can login after 3.2.1 upgrade

I have upgraded an existing site to 3.2.1 after which only admin can log on. I followed the directions to upgrade by copying the ne admin folder and index.php. I have upgraded the multi-user plugin, tried reentering the user's password, deleting and recreating the user, and even tried adding salt - that broke admin login also - reverted back to no salt.

Any ideas?

What is the suggested permissions on the user.xml?

What do you mean by admin ?

There is no sense of an admin, also how are you using mutiple accounts?
Manually or a plugin ?
