Prevent .htaccess creation on Windows

Since Windows (IIS) does not support .htaccess files, perhaps they should not be created when the OS is Windows?

Because they are created, going on the health check page can break downloads... since there are IIS server extensions that offer password protection via .htaccess files and some of the declarations don't get parsed, causing a server error.

Attached modified health-check.php (changed extension to phps so could attach) that does not create the .htaccess files if you are running windows.
