Migrate .htaccess and gsconfig.php?

This page instructs to compare .htaccess and gsconfig.php.

Why can't we simply copy them from old location to new location, instead of comparing?

Also, the wiki instructs to "Go to Setup → Website Base URL". How? Where?

We want you to compare if upgrading in case there are new things added, this is not typically the case in minor upgrades

on the Migration wiki, say "Migrating you can just copy"
on the Upgrading wiki, say "compare .htaccess and gsconfig.php"

I think this is not correct:
You can't simply retain the old copies of gsconfig.php and .htaccess, because their structure or content may be changed in the new version of GS.

Actually you don't usually need to update them (unless specified in the changelog)
