Downloaded the installation zip file today and the Admin Panel displays duplicate rows of tabs and footers. Drove me crazy uploading it several times with same result. Started over and uploaded the /admin folder again from the installation zip downloaded back in October and the Admin Panel tabs and footers display only once perfectly. This is a simple copy so nothing special here. Something has changed or is corrupt with the current Download 3.3.13 installation zip file. Idea

Make sure you also upload and overwrite /index.php and not only the /admin folder.
