new installation: accepts edits on one host, not on another

My latest installation ( 3.3.13 ) runs perfectly on my local (xampp) server, and tests perfectly on a site I have with an online host (Webfusion) - but having installed it on the intended online host (UK2) it will not accept updates.
The '403 Forbidden' error message reads:
"Forbidden
You don't have permission to access /cleancopy/admin/changedata.php on this server."
I have CHMOD'ed the changedata.php file and all the files within admin directory to 755 but still the same result.
Has anyone else had this problem, and is this something I need to contact the web host company about?

That usually is sec mod blocking xss attacks. Check your logs
