To fix the problem you must also check the ownership. Your files may have the wrong owner, or Apache, PHP or FTP is running under the wrong user.

Please define bloatware? At least not more bloatware than other CSS frameworks e.g. Bootstrap etc. Nevertheless, it can make work a lot easier and you save a lot of time - as with most CSS frameworks...
