Creating page in admin...

Is it possible to make another page in admin panel? Is there any standard form to fill and upload to admin?

What do you mean by page ? It is usually better to explain what you are trying to accomplish.

I am talking abut somthing like pages.php file at admin, but I want to put there some different text and scripts. All I need is add the link on the menu and make such page.

This is done via plugins and specific hooks.
