1: I can't see the site in Internet Explorer (i use Google Chrome)
and
2: When i upload a file (.sub, .srt) i can't download it, if i copy the link into the browser it will open...why?!
Please help...

You can’t see the site in IE? Can you get to the admin section? The admin section should be accessible. If it’s just the front-end that doesn’t work in IE it might be an issue with the theme, did you change anything in the template file?
It might be so that your server does not know of the proper MIME-type for SUB- and SRT-files. If you made the files in a normal text editor like notepad the server might assume the files to be text files and most browser will not download text files. You could solve this by defining a MIME-type for those type of files either in your server configuration or through a HTACESS-file.

What do you mean by hanging? A website shouldn’t “hang†unless your server has too little memory to execute PHP, which would be really weird.
Net speed has very little to do with a CMS.
