Just a naive question. When creating a document, we can set the parent page or as none, but I don't see any differences? I mean besides showing tree structure at Admin Panel's Page Management under the parent page, it doesn't create any submenu right? Any use for public page?

Within the core the only thing that changes is the admin page lists. There are several plugins that use this feature to create different types of menus. Zegnets is the most popular plugin that provides developers with the propped framework to display a drop down navigation. So unless you would like to use a plugin or just use it for organization it's really unnecessary.

Besides what Matthew says, if you have fancy URLs enabled, URLs for non-parent pages will be like this:
http://yoursite/parent/page
(This default structure can be modified with GS 2.02 beta versions via custom permalinks)
