On win8.1 and on OS-X after installing XAMPP and following the directions to install I get the message "This page is temporarily unavailable"

from localhost the default index.php works but trying to install fails.

I get the following errors on win8.1:

did you visit
/admin like the release notes and wiki , and forum tell you to...

those errors are some https issue with your brower and server, not a gs issue
