I don't think this is a bug more than a security issue. Nearly all servers are set to auto set file permissions to 0644 and folder permissions to 0755. I would have him check the server out.
Clients always want to be able to change the content of their pages, but they are unwilling to do so.

Have you ever coded in your underwear before?
