Relative path vs full path for images and PDF links

I think the point is there is NO way to do it besides the way it already is, if we continue allowing permalinks structures. of course we should keep at it and see if a basehref solution might work, that is the best options because it can be changed on the fly.

For most it will probably be fine, but to add something to core it needs to be elegant.
