I use unfuddle for personal projects. Its good for their free version, but if you want more than one person to have access to it, then it gets kind of expensive for the monthly fees. But just now as I was looking online after making my post, I think a google project could work as well. I just setup a test project there, and it gives you the options to set people as project owners, project committers, and project contributors.
