or you could modify setup.php around #160
change_plugin('InnovationPlugin.php',true);

in 3.4 there will be the definition, that can be used.

'GSINSTALLPLUGINS'      => 'InnovationPlugin.php',        // (str) csv comma delimited list of plugins to activate on install
