A client ran into this issue recently, after trying several browsers, different machines, I believe it was due to a corruption of the file.
I opened it in Photoshop, saved it out again, and there was no problem.
Shouldnt be a permissions problem.
Saving as web will give you a smaller file size than a normal save as.
Not sure if this help, but it worked for me.
