It depends on what tab you’re at. The 7th argument when registering your plugin defines on what tab in the admin load will put your plugin page. In the example it is set to “theme”.

In this case you will see the sidebar you see at all theme pages and this one can be edited through the standard theme-sidebar hook.

You just use the sidebar hook that applies to wherever you put your plugin page.
