Problem with CSS

I am new to website . and i have uploaded GetSimple on a 1and1 server => http://fon.gs/problemcss
The install seems ok but i have a problem, the css don't view

Someone see how can I repair it ?

I have changed with the theme WatchThis to see if the problem disappear, but not.
Now (after your thread), the theme is Cardinal.

I've changed permission of /theme. It was 700 and it is now 755
and i've changed /cardinal. It was 700 and it is now 755
And the problem disappear

Just be sure not to have your settings at 777. This could expose some security issues in the future. By 755 is good set of permissions for the folder.

If you tried all the suggestions from the posts above and nothing helped, there must be other reasons, but these reasons will be hidden to us unless you tell us the URL of the website...

the most important check: change the theme in the administration, does the problem still exists?
