Plugin Reorder Plugin

I have created a plugin that allows the admin to reorder the plugins so that content is loaded in the order you want. I also added the ability to create a new plugin.xml file so that if a plugin is removed, it will not break the system. The only caveat is that all plugins are enabled by default.
