I'm sorry to say it like that, but what about security concerns? I want to download GS from the official site only. Isn't it possible to provide theses ckeditor buttons from a plugin?
Beside this point, this is a good idea and if GS team provide alternative packages with official support and maintenance, I think some users could be interested. But it may be better to stay focus on a unique main branch.

Since ckeditor is in core data space it is not really possible to make a plugin, plugins have to have php files and stuff.

you can also provide users with the ckeditor build.js so they can build their own directly from ckeditors site.
