Going through the hooks page and wondered how and when you would use this.

no idea why there are 2 identical hooks, i think one was added because something well known used the other, and we needed a way to add stuff after it.

but i do not remember.

you add links or whatever to the support page..

i guess we called it welcome because it shows up after install, shrug again old stuff

Before 3.1 there was a welcome page after installation (welcome.php) and those hooks were slightly separated.
