cannot upload files or pictures

Hello,

I cannot upload files or pictures.
When I click on the menu, nothing happens.
But I was able to upload files and pictures months ago.

Multiple logins in and out.

GetSimple 3.3.15
on localhost
with XAMP 3.2.1
