$TIMEZONE now only gets set inside the admin pages when an admin user is logged in. This results in a lot of warnings being displayed in site content when GSDEBUG is set and any date or time related functions are called. Other than the warnings, I've found it useful in the past to be able to set a default timezone for an application that differs from that of the underlying server.
I can understand moving the $LANG setting as the current translation files only cover the admin pages, although I suspect it would still be useful to have the setting visible outside admin so plugins can make decisions based on a sitewide default setting, but can't come up with reasoning behind moving the timezone.
