Bug report: arrow pointer at "Upload files and/or images..."

Hello,

I have found a bug: pointer on "Upload files and/or images..." button isn't shown as pointer (hand), but arrow.

I have checked CSS; it seems set to "pointer" value, but for some reason it doesn't apply the rule.
Checked up in Chrome, IE, Opera, Safari and FF (all latest).

Any ideas for the fixup?
