Now as to why your requests are failing, that might be a host issue or security issue.
Does this new file remove the slow down? It should set a 100ms timeout for requests. But I've seen hosts ignore that since it a system operation. But no recheck should help if you can get those stupid plugin checks, I might have to ask him wtf that is about.
