A new fluid layout and updated control panel theme

I have been looking at this.

istm that there cannot be much need for an admin panel that can be used on a phone. Am I wrong? But admin pages fluid down to tablet size and up to wider screen size would be slick and useful. It looks like a really straightforward job to go through the admin css changing widths in px to % values and we would have a result. I have tried it and I can't see any particular problems. Then a freshen up with new fonts and colours might be pleasing.

Is that really all that is needed? I would have thought that would be enough for 2014 at least.

We should do auto fallbacks for tablets, cke and codemirror do not always work.
Also the menu manager does not work on touch devices.

Fallback to a tablet supported editor, html5 or markdown.
Fallback to a code editor that is supported.

however master branch works perfectly on ios7 safari. cke and codemirror.
