Cookies New Law (Only italy)

Hi guys, there's a new law in italy (i hate this land) XD
So... from 2 June any website who ave Hosting in italy (so all of my f****g clients in these years) must have a popup message, who say to the user (For the law etc etc etc etc you need to agree cookies etc etc etc)

Well... a popup message is not a problem, but my question is:

How can i block cookies by default then, let the user Agree and let the cookies work correctly?
There's a plugin?
