CSS no showing on site

I have an issue with the newly added css not showing on my site.
Steps I have tried:
1) clear all browser cache
2) flush site cache
3) multiple ctrl + F5 refresh
4) simple browser refresh - I don't think is a browser issue as changes can be seen in css (view source -click on css)
5) rebooted computer - just for s's and g's

I can add/change content and it shows immediately - so isn't a save issue on site.

anyone have any other suggestions? Is there something else I may have missed? Is/has anyone else experienced this?

nvm i figured it out i had a ] instead of a } a few lines up from where it stopped responding to the css directives
