I don't see spam. Just looks like a basic website tying to make money. Granted there are many ads, but many websites look like this. I don't consider that spam more than I consider it a way to try and make money in an in your face kinda way.
Clients always want to be able to change the content of their pages, but they are unwilling to do so.
