I think if I wanted the layout I would download the zip of the page and make a new theme, but up to you.

Is the template.php file of this theme of your own making (with documentation from http://purecss.io) and the examples (blog, gallery, menu) conversions from the layouts over here?

Exactly so. eg this theme has zero styling and just enough html to make it work with GetSimple.

Btw. what is the function of the template.html file in the theme folder? Looks the same as the template.php file.

usually the template.html file is the original html file of the original theme (when converted from html template) without the php included.

I don't see any template.html . If it exists I don't think it has a purpose.
